EF Destination Recommendation?

So I have decided that I wanted to spend an entire academic year at an EF (Education First) language course center. But I cant decide where to… I have a good English grammar, but it isn’t fluent at all. I live in Venezuela, so I can speak Spanish very well, and would like to learn maybe French or just perfect my English. The available destinations I like are: CANADA (Vancouver, Montreal, Toronto) or USA (Boston,Chicago, Fort Lauderdale, Honolulu, Los Ángeles, Miami, Nueva York, Santa Bárbara, San Diego,Seattle, San Francisco.

WHERE WOULD YOU CHOOSE TO LIVE FOR THE ACADEMIC YEAR, AND WHY? WHAT CAN YOU TELL ME ABOUT THAT DESTINATION AND ITS PEOPLE.

SHOULD I CONSIDER EUROPE? FRANCE? ITALY? SPAIN? or maybe even AUSTRALIA?

In general, getting English as perfect as possible is the best bet before starting on a third language. I recommend Vancouver or Toronto as they are English speaking and are inexpensive to live in. Most of the US locations are pricey, but all of them are good. If there are particular universities in any of these cities, you might look at them as you should be able to contact the admissions office in person while you are there.
