Yes, anyone can start learning French free. There are hundreds, possibly thousands of sites where you can begin to learn French on the internet. The question should really be, what level of French do you want to speak?
If you want to learn enough French for a quick vacation in France where you will mostly be in tourist areas, then free online French lessons might well be adequate. Put it another way, you can expect to find plenty of people who speak English so learning a few words of French will be a fun exercise, and no great problem if you don’t get the hang of it.

You will find some a bit frustrating because of all the adverts, but others will be time well spent. When you are ready to learn to speak fluently, free online French lessons won’t help.
